The International District in Seattle, WA has become one of the city’s main hubs for drug use. This is felt on almost every corner. Some houseless folks describe Seattle as a “safe haven” for people in their position, saying they came to Seattle for this reason and for its harm reduction programs. Neighborhood residents express fear of walking their streets due to the rise in substance use in the area.
